Built in 1963, it honors the people of Karafuto (Sakhalin) and preserves memories of their homeland. Nearby are the Monument to the Nine Maidens, dedicated to nine female telephone operators who remained at their posts until the very end and lost their lives while carrying out their duties, and the Imperial Visit Memorial Monument, which bears poems composed by Emperor Shōwa and Empress Kōjun. Together, these monuments preserve the history of the region and convey a lasting message of peace.
